Summary:
The purpose of the study was to determine the extent of the problems of the non-faculty, non-classified group by an evaluation of the status and working conditions at selected state universities in order to develop recommendations that may be utilized to establish or improve personnel administration applicable to the group as described in this study. The data lead to the following conclusions: 1. With the exception of job security, there is no significant difference between the faculty and the non-faculty, non-classified employee category regarding the provisions of personnel administration investigated. 2. It was evident that there are many different approaches to classifying, categorizing, and identifying the non-faculty, non-classified employee. 3. There exists a greater degree of flexibility for determination of faculty salaries than for the non-faculty, non-classified employee. 4. It was found that non-tenured faculty were entitled to significantly longer periods of not ice of non- renewal of contract than the non-faculty, non-classified employee . 5. Annual leave benefits for faculty on twelve-month contracts and for the non-faculty, non-classified employee were comparable. 6. Sick leave benefits were found to be comparable for faculty and for the non-faculty, non-classified employee. 7. A retirement plan for each category of personnel was reported by each institution studied, with 99 percent indicating that the employee and the institution share the costs of the program.
