Summary:
Purpose: The purpose of this study was to conduct empirical research on the executive leadership development needs of members of the Federal Senior Executive Service (SES). The research design focused on the problem of interrelating Senior Executive Service performance appraisal with the continuing systematic development of the members of the Senior Executive Service. Public Law 94-454, cited as the "Civil Service Reform Act of 1978," (CSRA) brought the Senior Executive Service into being on July 13, 1979, to ensure that the executive management of the Government of the United States was responsive to the needs, policies, and goals of the Nation; and to provide more effective management of agencies and their functions, and more expeditious administration of the public business.
